Vacant parcels with a building value of 0 were coded vacant. Improved parcels serviced by LCU were identified using Utilities lateral lines and points. The parcels serviced by FGUA were identified using a spreadshet provided by Utilities.The spreadsheet is a list of service addresses Utilities provides water meter information to FGUA for sewer billing. Using a process of elimination, parcels with a building not serviced by LCU, FGUA or Cape Coral were coded as likely to have a septic tank.
