Description: Per Carol Lis, Environmental Sciences:The CCCL 1991 was primarily used as the line demarking the landward extent of the zone. We also included areas zoned for commercial or multifamily structures (often multi-story) landward of the CCCL so that they could be reviewed for appropriate lighting during Development Order and building plan review, as they were visible from the beach and still would have to comply with the LDC. **This area was setup so that when building permits and development orders came in, the system would route them through sea turtle plan review so we were not scrambling at time of CO trying to address lighting issues. This was not designed for enforcement purposes. It does not mean if you are outside of the layer you don't have to comply with sea turtle regulations. If a light is visible from the beach, it needs to be the appropriate fixture/bulb or shielded.
