Description: LEE COUNTY WELL PLUGGING PROGRAMThe purpose of this program was to identify derelict and poorly constructed flowing wells of various diameters and depths, to plug throughout Lee County, on an annual basis. An abandoned free flowing well from deeper aquifers carrying saltier water can contaminate and threaten freshwater resources if not properly plugged.September 1979 SFWMD initiates the first government well abandonment program under requirement of 373.207 Florida Statute (F.S.) and enters into a 50/50 cost share agreement with Lee County for $70,000.SFWMD and Lee County maintained a 50/50 cost share well abandonment program through September of 1992. This met F.S.: 373.207 ”Abandoned artesian wells—each water management district shall develop a work plan which identifies the location of all known abandoned artesian wells within its jurisdictional boundaries and defines the actions which the district must take in order to ensure that each such well is plugged on or before January 1, 1992.”In that period 913 abandoned wells were identified and plugged.FY 2006/07, Lee County negotiates a 50/50 cost share again for one year, for a total amount of $60,000. That paid for a total of 12 wells. Lee County representatives located the well sites and supervised the well plugging operations.2007 through Mid 2010 Lee County operated a well abandonment program which was funded 100 percent through General Funds. In that time period 57 wells were plugged. Lee County representatives located the well sites and supervised the well plugging operations. Expenses as follows: FY07/08 $240,236; FY08/09 $76,721; FY09/10 $24,548The number of remaining abandoned and potentially flowing wells is unknown and is typically reported from property owners or their neighbors. Since the closing of County activity, we are aware of 9 abandoned wells.
